Valid Declaration in Rummy: 13-Card Examples
A declaration is valid only when every one of the 13 cards belongs to a legal group.

The five conditions
Use all 13 cards; make at least two sequences; make at least one sequence pure; arrange every other card into a valid sequence or set; follow the table's final-discard process.
A valid 13-card hand
4♥–5♥–6♥–7♥ (pure sequence) · 9♣–10♣–Joker (impure sequence) · Q♠–Q♥–Q♦ (set) · 2♣–2♦–2♥ (set). The groups use 4 + 3 + 3 + 3 cards.
Invalid: no pure sequence
4♥–Joker–6♥ and 9♣–Joker–J♣ may both be sequences, but both are impure. Correct sets elsewhere do not replace the pure-sequence requirement.
Invalid: only one sequence
A pure 3♠–4♠–5♠ followed by three sets still lacks the second required sequence.
Invalid: duplicate suit in a set
8♣–8♣–8♦ contains the same natural suit twice. Multiple decks can produce the duplicate card, but the group still fails the common set rule.
Say the hand aloud
Label each group “pure”, “impure” or “set”, count 13 cards, then explain every joker. If any label is hard to defend, do not declare yet.

Yes, for a complete declaration.
Are two pure sequences valid?
Yes. The second sequence does not need to be impure.
Can three sets replace the second sequence?
No under the common 13-card rule.
